Problem with insulating it is it will only retain heat for a VERY short period of time. Foam has about a Max R-value of about 3 and thats for foam about 2"thick!. If its 20° out, the fuel in your fass may stay warm for an hour instead of 30 min without insulation. What about fuel in the head, lines, pump and tank? If its parked overnight, no insulation you can put on there is going to keep from gelling up.
As far as driving down the road and Gelling up insul wont help that either as wind chill wouldn't apply to your vehicle as it would to human skin.
Kind of a waste of time and effort IMHO, use a good anti-gel additive and hopefully you will come out fine.

you shouldn't have to worry about fuel gelling in NH unless you take warm weather fuel from down south to northern NH on a cold day. even then only a little PS or something would be needed.

Check the pvc pipe insulation on mcmastercar.com I think that is the right url. The have some insulation with lower r values. They also sell soft rubber heating elements that you could wrap your fass in. I think they use about 10watts per square inch, so it isnt that big of a power draw.

tried putting a piece of rubber between the bracket and frame?? Thats what came with my fass and never had much noise from it at all

throw a good amount of the red bottle of power service in and it will never gell. I throw it in all my tractors/trucks, never plug one in and never seen any gell. Once when it was like 0*out i compared it, there was power service in one tractor and not in another, the one without it started and gelled in like 3 minutes, the tractor with it, never gelled, its good stuff.

park it close to a window so you can plug it in. and keep some 9-1-1 in it just in case.

That wouldn't work, i can't park at the place i stay, truck too big, there is an overpass type deal i would have to fit under (part of the building, stacks too high) so i gotta use PS and 911 and see where it gets me lol.
